The "stepmother", Ella, was the perfect doll created by Mary Shaw (in the beginning of the film and in the scrapbook in the trunk of the theatre was notes made by Mary on creating the perfect doll) and Mary was able to go into her.

That was Mary Shaw she was living in her. Her spirit. Her spirit was traveling through her puppets as well.
