I have a EBOOT.PBP file of the homebrew game SmashGPSP.?

How do I put it on my PSP?

Note: My psp is v3.03 OE-C

First you will need to find the link of where you downloaded it from. Next you must find the file name like this example "UCE211031Q" once you have found it, plug your PSP into your computer. Go into PSP and click games. Create a new folder with the file name you have and place the EBOOT file inside. and your DONE! P.S you must have the file name or else the game wont run.
