My son also read at a 12th grade level in the 4th grade. Unfortunately, parents look for someone a little older to pay for tutoring usually. But, you never know. Try asking someone at your local library if you can put up a poster or flyer. Little kids sometimes need help drilling math facts too -- like addition or times tables.
Do you have some clothes (look for labels like GAP, Gymboree, or similar), toys, or electronics that you no longer use? Would Mom, Dad, an older sibling or Aunt/Uncle help you list and sell them on Ebay? It's also a great way to get your room cleaned up!
You can house sit while a neighbor goes on vacation by collecting newspapers that otherwise accumulate on the lawn, bringing in mail, feeding fish or caring for a cat, and watering the houseplants and outside flowers. While on vacation I paid my 11 year old neighbor about $20 for 10 days, but he did all of the jobs mentioned above and there was a lot of watering to do. He was very thorough. He put all my papers neatly in a box, for example. Yes, this might qualify as "chores", I guess. But, it's temporary and it doesn't really take very long. An older person in the neighborhood might use help with something, or perhaps you could just be a companion, especially if you enjoy reading aloud. Good luck.

Honestly, you named about all the options there are, except for cutting back on stuff you buy with your own money, if any. Like if you pay to go to the movies, don't go so much.
Be very nice to your parents and ask them to sell some of your old toys on Ebay or a garage sale, and give you the money.
You can take care of people's pets when they go on vacation.
You can sell cookies made by you and your mom with a lemonade stand, that brings in pretty good money.
You can teach other kids to swim.
Take pictures of people with their pets.
Buy And Sell Used Bikes
Make Greeting Cards
Deliver Papers
Clean Houses
Wash Cars
Walk Dogs
Personally, I would buy something better and less frivolous than Uggs. I don't think they look all that great, and they will go out of style pretty soon. But spend your money the way you want to.

ask your mom for an allowance, and curb your other spendings. Also, get a bank account. It will be useful later in life, and you can get very good interest cuz you are a kid. Try baking cookies and selling them, knit scarves, hats if you can learn, and make hot chocolate in a jar (like you put the ingredients in a pretty jar and sell it), or cake/cookie mix in a jar. Later, next year, you can try growing organic tomatoes or other veggies. Keep a pet chicken, and sell its eggs.

Do errands and assist"old people" as needed. There may be some who would like a sitter or companion or may not be able to grocery shop or cook for themselves.

Sorry, but the options you said not to suggest, are pretty much your only options. I'm not sure of anywhere an 11-yr-old can work, and I highly doubt anywhere would hire you. Are any of those options really so bad?
