I think the difference is that in the CIRCUS there are more Performers and Animals (ex. barnum & Bailey)
as compared to
CARNIVALS which has more RIDES...
(ex. the New Orleans Mardi Gras carnivale)
apparently they are synonymous...

Carnival

the 'midway'...that little road where you can toss coins for stuffed toys and get your fortune told and all that...that would be at a carnival. at a circus you just watch the shows...
