is a frogs butt water tight?

LOL!!! What? A butt is an outtie not an innie!! LOL. Thats funny though. Water doesn't go up your butt when your swimming, right? I think frogs are made for the water anyways.

I rarely answer smart-alec questions, especially those that get asked every week, but...

Frogs technically do not have butts. They have cloacal ventral openings. The cloaca is controlled by a ring of muscles that can indeed hold the vent tight enough that water cannot freely pass in and out.

However, a frog's very SKIN is permeable- water and gasses MUST pass through it both ways or the frog will die. Therefore, no- it is not really truly watertight since the water and dissolved gasses would eventually permeate out and be replaced by fresh liquids.
