Pluto was discover in 1930 and it takes well over two centuries for it to orbit the sun once. So what person(s) decide it's atributes?

It means nothing. Horoscopes are generalizations meant to play you and make them money. Think about it, if they had secret knowledge of the universe would they be writing Horoscope columns in the newspaper.

Yes, it is bad. Only because you have more faith in the horoscope than either yourself or the Lord. Stop trying to read the future and deal with the present.
