Actually it's bushy bushy blond hairdo, and it comes from the sun bleached look that surfers get from being at the beach all day.

This is just a guess- at the time the song was made, bee-hive hairdos were in. So, perhaps the young lady mentioned in the song had a bee-hive hairdo (it was teased to make it look "taller" and in the shape of a bee-hive).
