In Hong Kong you have a 14 day period with no visa necessary. this is for Indian Nationals.

For Singapore its a little more complicated. Here are the rules.
The Republic of Singapore is well connected to the rest of the world. As one of Asia's main air hubs, it is served by numerous international airlines, which link it to the rest of Asia, Europe and the United States of America.

Visitors can also enter Singapore by land, through neighbouring Malaysia, which is linked to Singapore by the Singapore-Johor causeway. Entry by way of sea is also possible as there are a number of international cruise liners calling in Singapore as the country is an established port.

Most visitors, generally, do not require visas to enter the Republic. This applies to the majority of Western nationals who either do not require a visa at all or do not require a visa for a social stay of up to 90 days. In this case, a 14-day permit will be issued on arrival.

Application for a one-month permit usually would not pose a problem and takes about one working day. Application can be made to the Singapore Immigration and Registration Department or call the Information Hotline Telephone No: 1800 391 6400, which is toll free only in Singapore.

Extensions beyond a month can be obtained, however, applicants should have valid passports, onward or return tickets and onward facilities (like visas, entry permits, etc.) to their next destination and carry enough funds for their stay in Singapore.

Female visitors in an advanced state of pregnancy, are advised to make applyication to the nearest Singapore overseas mission or the Singapore Immigration and Registration Department prior to visiting the Republic.

You do not need a visa for Singapore, no matter how many times you enter the country, if you are a citizen of:

Commonwealth Country The Republic Of Ireland Liechstenstein The Netherlands
The United States San Marino Monaco Switzerland

You do not need a visa for Singapore, for social visits up to 90 days, if you are a citizen from:

Austria Belgium Denmark Finland
France Germany Iceland Italy
Japan Korea Luxembourg Norway
Spain Sweden

On arriving in Singapore, you will be given either a 14-day or 30-day permit, depending on your stated length of stay. You may extend your 14-day permit for another two weeks, but you may be asked to produce an air ticket out of Singapore and/or proof of enough funds for your stay.

Visa requirement & application:
A tourist visa is valid for a period of 30 days, and visitors with travel documents issued by the following countries will require either a Business or Social Visit visa:

Visa application forms are available at the Singaporean Overseas Missions and the Singapore Immigration and Registration Department; and can be submitted at
i) The nearest Singapore Overseas Mission, and
ii) Local sponsors can submit applications on behalf of applicants to the
Visitor Services Centre at 4th Floor, SIR Building10 Kallang Road,Singapore 208718

All visa applications cost S$20 per issue. It is important to ensure that all applications have been completed and signed by the applicant and local sponsor, as any incomplete forms or documents may result in non-acceptance at the counter.

The local sponsor will also have to furnish additional information and documents as and when necessary. For applications which are not in English, official translations of the documents will be required.

Each and every application will be considered on its own merits, but possession of a visa does not guarantee entry into Singapore and permission to enter will be entirely discretionary at the point of entry.

Last but not least, most foreign missions and embassies practice normal working hours from 9am to 5pm.

HONG KONG visa is avilable on arrival u should have sufficient funds with u to manage ur expenses in Hongkong
SINGAPORE u have to get a visa before u proceed to Singapore

In this day and age with the american's scared of the rest of the world they want every one in every country to have proper travel document's to get around the world,so your best getting a visa,I think the embassy is in delhi.good luck.better be safe then sorry.
