Depends on your age, his age, the maturity level of both of you, and how "detailed" you're planning to get.
If it's a child under 12, if you MUST discuss it at all, keep it very "high level," very few details, and emphasize that it's something done between a husband and wife. For kids over 12, you can be a little more detailed, but don't give everything away, and don't give any demonstrations!! (LOL)
If it's an uncomfortable subject for you, DO NOT discuss it at all. Tell him "I'm not comfortable discussing this with you," and leave it at that. If he insists he wants information, direct him to the library to find some books on the subject.

If you're uncomfortable then it probably has something to do with your upbringing. Your parents have probably been less open about these types of relationships with you and that's okay. Each family is different. If you feel you need to talk about sexual issues with someone maybe you have an older friend, cousin or even a teacher you are close to who you could confide in.

it's ok to talk to parents about questions of sex, or to a trusted aunt/uncle........ but never talk details of yours or their sex life with family members, I agree with you, it just isn't appropriate. there are peers, websites, books, and other places to learn about or discuss specific sexual topics, but I would NEVER talk about sex with a family member.
If the younger brother asks you something simple like "can kissing get a girl pregnant" then a simple short yes or no would be ok, but if he asks things like "what does it feel like" or "do you do such and such" then I would steer his questions to other sources.

Yes its OK to talk to them about certain things concerning sex. As for me and my family we are past that stage, and moving on to the when are you going to have kids talks. But if you are uncomfortable talking about it, then wait until you are.

In western countries they do.But in eastern countries they dont why? because in eastern countries (poor countries like india china) the parents arent really rich the parents and kids sleep in one room and i seriously doubt that parents stop having sex so since birth the kids see the show and because of this there is no need to talk about it they find out themselves.

It's OK, but u need to be careful who u r talking too. I mean, u don't want to be talking about it with a child, that's what their parents r 4. But you can talk about it with someone older that can give u more accurate information about the topic.

If your younger siblings have questions about sex they need to talk to your parents. If they ask you a question tell them, " Let's go ask mom/dad..." or whoever is in charge of you both.

i don't think u should talk about those things 2 siblings younger than u, or of the opposite sex. talk 2 a parent, friend, or other trusted adult u feel comfortable with.
