How should a good power point porposal look?

I have signed up with this freelance design company and it is asking for a proposal to do the assignment. I have never done a proposal in writing before. Can someone please give me an example of what I should write or what this should look like? Keep in mind I can not use pictures, HTML or css code for this. Thank you everyone for helping out with my situation.

A Power Point presentation needs to be simple & clear.
Choose consistent background, colours, fonts, layout, etc.
Each slide should be no more than 6 lines of text less than 8 words long.
Make the flow simple, structured, & easy to follow.
Above all, DO NOT try to use all the fancy features.
It will create the wrong impression, too busy!
Give an overview at the beginning of where you are headed.
Have sections which recap the main points if there are many.
Be sure to ask for questions at the end, & thank everyone.

Consistent design (colours, graphics, font, etc), ease of use (easy to read text, good use of light and contrast), appropriate use of graphics if required - graphics provide a resting point for the eyes.
