I have heard or read from pretty much every White House journalist that I deem creditable that Bush has the final say on the issues, he does have a cabinet and advisers as every President does.
How could it anyone else? Its clearly a half-witted, ate up flag sucker who sees the word as black and white and not a West point educated general that is calling the shots in this thing. that sounds like W huh? Cheney wouldn't want to spend so much, he is against big government. It is a because of convenience that Haliburton gets these deals. I bought a car from my friend. It was convenient. That's what I gather here anyway.
Ritefielder.. those are politicians.. It is never pretty for a politician when the nut cutting hour comes. Those Congressmen and Congress women were shown beefed up evidence that was later proven to be:
1. false
2. taken from bad intelligence
3 taken from people who had been tortured.
The President and his men and women were going out of their way to lie to the American people, the UN, the world and our military. They wanted to go ahead with this war no matter what for whatever reason.
Imagine the **** storm that would have occurred had any of those congressmen or congresswomen said ,"W is a right out liar! There are no weapons of mass destruction."... they would have lost their jobs as soon as they said that! EVERYBODY in the electorate perhaps even those Congressmen and Congresswomen were sold on that bunk evidence
Is it really so bad to "man up" and admit you were wrong?
OK so they didn't sacrifice their careers... but fear was the deterrent....

As he likes to say, he's the "decider" and consitutionally speaking, has the final say. On ther other hand, it's pretty obvious for most people that Cheney does the heavy lifting when it comes to doing the thinking. I'm not saying that he's right; I'm only pointing out what should be pretty obvious.

I disagree. Bush is Constitutionally commander-in-chief of the armed forces, and knows quite well what he wants to accomplish. He must, of course, rely on subordinates to actually get things done, but is quite able to interpret reports from the field.
