I go to the Philippines every 2 years, minimum. I plan to retire there in 2 years and 8 months. I always hear the stories about killings, beheading and kidnappings, but nothing but good things have happen to me while I was there.
To be extra safe though, try to stay out of the southern most islands (below Mindanao), don't go out alone (especially in the big cities) and most important of all, don't act like you are better than the Filipinos while you are there. I see some Americans that act that way. I'm an American, but I don't act like that. I realize that it is the Philippines, not the USA. We are the minority there. Just treat people how you would want to be treated and it all works out.
Oh, and by the way, there are many foreigners living in the Philippines (expats).

Buy a Philippine travel guide book at least two for comparison (Lonely Planet, Rouge Guides, etc...). Most of the travel books I have read are more accurate and reasonable enough in explaining the dangers and annoyances in the country (including Manila, capital of Philippines), no sugar coating.
These foreign government travel advisory are exaggerated (even some locals exaggerate stories). Last January 2007, an ASEAN Summit was held in Cebu City. There were travel advisory on Cebu which was ridiculous considering it is the top tourist destination in the country. Months after the summit, all of its advise of kidnappings, bomb threats never happened. Unfortunately these foreign government tries to "predict" other peoples problem when they themselves are more threaten. Look what happened to Glasgow and Heathrow Airport in UK. All of this happened this year.

I live in Manila. You just need to know where to go and how to get there. If you have a friend from here you can have someone make you an awesome sched for your trip including transportation and prices. Naturally, there are areas you would like to avoid, just like any other place in the world. However, there are some amazing places that are surely worth your while and will make your mouth drop. You'll be happy to have experienced in this lifetime. We have the most beautiful beaches, rice terraces, hangout spots, shopping areas and so on. For how little things cost here it's definitely a highly underrated travel destination.

The Philippines is a safe place to travel as long as you exercise discretion and common sense. You'll find the same con artists and hustlers that you'll find anywhere else, but most Filipinos are friendly and helpful.
Be a wise traveller (you must know the safe travel guidelines & it depends on those places where you are going). Then be prepare to be interrogated by everyone you meet. Some of my fellow Filipinos will want to know where you are from, why you are in the Philippines, how old you are, whether you are married, if not why not and so on and so forth. We pride ourselves on our hospitality and are always ready to share a meal or a few drinks. Don't offend us by refusing outright.
A sense of 'delicadeza' is also important to us Filipinos. This is what you might refer to as propriety, a simple sense of good behaviour, particularly in the presence of elders or women. Some of my fellow Filipinos who don't speak good in English will often answer any question you ask them with a smile and a nod. Be careful: a smile and a nod doesn't always mean "yes". It can also mean "no", "maybe" or "I have no idea what you are talking about". Don't be offended if everyone in the provinces thinks you are a 'kano'. or somebody will cheerfuly greet you like 'Hi,Joe!'. American people left its mark on the national psyche, Protestations that you are from Britain, France or Australia will often be greeted with the response, "Is that in America?"
It's not advisable to lose your temper in the Philippines. We Filipinos hate to be embarrassed in front of others and our culture of revenge is strong, so you might end up being the one that is sorry. <*-*>

Yep! Actually I'm a Filipino, and i am biased regarding this matter. But, I'll bet my bottom dollar that it's safe here in our country ( putting all sorts of travel advisory aside). If your a foreigner, just avoid some places in Mindanao, i can't guarantee your safety dude. It's just sad that Mindanao has one of the most diverse ecosystem, but unfortunately there are some melee going on there.

is L.A. as safe place? depends on where you go, what time you go, and the attitude you have. Go no further south than, say, Bahol. Cebu is really nice, especially souther Cebu, or Dumagetee *sp*. Stay away from Mindinao or the Sulu region. personally, I would avoid the Metro Manila area, theres a lot of muslims that move there, and its polluted all to H E double hockey sticks. Have fun.

yes! the philippines is a relatively safe place. even mindanao island is a safe place to be in. why? because the place is relatively quite the bombing threats/ terrorist threats are just isolated cases. they are just limited to certain areas in mindanao like basilan and sulo islands where the terrorist hides. its just the media that makes it sound/ appear a very horrible/ scary place to be in....
believe me i was born and raised in the philippines. theres not much terrorist threat in the rest of the islands. just come here and enjoy the beautiful sceneries of the country.

With the exception of isolated terror incidents, the Philippines is way safer than Europe, or especially than the US (which is statistically actually a dangerous country).
