First you need good bandwidth, it's useless to run a website off your computer if you have downloading/uploading limits, or if your uploading speed is very slow (it's going to be very slow for people on the other side, trying to connect to your site.)

Next up you need to download and install a web server, I'm using "EasyPHP" (you can download it here-> http://www.easyphp.org/telechargements.php3 ) It's originally in french but there is an english translation of it (near middle of the download page)

EasyPHP is very easy to use, and contains the server Apache, which is a common server program-thing :P . IT also comes with database capability (hence the "PHP"), so whether it's a basic site or a more ocmplex site EasyPHP will be very good for you.

Now of course you need an address of some sort, I use http://www.no-ip.com/ Basically it turns your IP address into words, and since home IP addresses usually changes everynow and then, the no-ip service will change their settings so that your site is always accesible.

So right now you have your server, and your 'domain', all you need now if for you to start coding the webpages and read the tutorials on how to work all you've downloaded, which is quite easy.

I doubt your ISP allows this. Highly. Check your terms of service.....you can't do it. You can run a website within your network but if you forward port 80 on your router it's exposed to the world. Two bad things about that:

1) Your ISP will cancel your agreement.
2) You are running a severe chance of getting your machine and the other machines which may be in your network hacked.

Then again, your ISP may be blocking port 80 outside of your firewall, too.

You can but you will have to do bunch of staff and I think it's much easier to get hosting and domain at
http://www.servage.net/?coupon=cust33321

pay about 90$ for a year and get 14 month. You will not have headaches and your ISP will not shot you down as soon you start using there bandwidth and your emails from your web not gonna be blacklisted and spamed out and many more reasons to not to do it.
