Can anyone just put a Sir in front of their name? I don't understand, and when did it happen? Is there an application you have to fill out?

Are you serious or simply bored? On the off chance you mean it, he has been knighted by the Queen of England. That's a feature of their government, although it is technically a democratic parliamentary system, the royals retain some, mostly ceremonial I believe, powers. The tradition of being knighted as recognition for service to the country continues. The Beatles were that influential in music; their government decided he deserved to be knighted. Elton John, Sean Connery, and Ian McKellen have been knighted as well.

He's British. He was knighted by the Queen. He has the title Sir Paul.
He's the only one of the Beatles who was knighted.
