Beam is he width at the widest point. If the boat is 4 feet 6 inches it seems narrow, but what kind of a boat is it. If it is a kayak or canoe it is quite wide.

it means the beam is 54 inches. the beam of a boat is the measurement at the widest part of the hull from port side to stbd side. (Port is the left side of the boat, when facing fwd & starboard side the the right side when facing fwd)

so this boat is pretty narrow at 4and a half feet in beam.

I already have a canal boat, moored in a Marina on the Trent & Mersey canal. I guess that answers the question, but, yes I do like boats. I have a helmsman's certificate and my dingy sailing certificates. My father was in the Royal Navy, my grandfather was in the Merchant navy, Gt. grand'dad was a "fly" boatman and Gt. Gt. granddad was a barge captain (1851 census) on the Kennet & Avon canal. Guess it's "in the blood"

If it's a sail boat, it's the post on which the boom is, and the 54 " means 54 inches.
