Google Earth consists of photos taken from satellites and aircraft. This is a relative new site and the work required to patch all the photos together is huge. Most of the low reslution stuff comes from Landsat 6, a satellite that photographed the entire earth several years ago. The newer "medium to hi res" stuf fiom from later satellites, but it takes time to photograph the earth because there is often cloud or it may be night. As better photos become available, Google replaces them, but it takes time. My town was low res 6 months ago now parts are high res. Some major cities are still low res, and many places are not in 3D. Just keep going back to an area and hopefully it will be upgraded one day. If you read the Google Earth forums or visit the community, you will find thousands of great places to visit. Good luck

Because the map is like a huge checkered board. It gets updated in bits and pieces. The updates are high resolution shots (England). The sat photo of Wales is most likely an older one. Try to look for more recent landmarks, it is not yet there.

The more popular an area is the more high quality it will be in programs like that, and thats only so because a company like google will not spend their money on some place that only a hand full of people will view.

No, I'm just kidding. Maybe it's because the areas of England are more populated/popular in general than the areas that you're looking at in Wales.
