The answer to this question is the last choice. At the time, Britain, France, Spain, and portugal were all still on their quest to colonize the world. Though Britain and France were the lead contenders. Although the Monroe Doctrine really had no influence on the European nations, it was one of the first signs of International influence by the United States (at least on Paper). Both Britain, France, and the rest of Europe would be worried more about the recovery after the Napoleonic wars, more than the actual colonization of the Latin American countries which had already been shown by the Spaniards as very unrewarding.

I'm from Poland and even I have heard of the Monroe doctrine.
OTOH since then we have "reformed" teaching standards, so kids nowadays think Monroe is a jeans designer...
