Yes, unfortunately, people can become abusive with any one. So if they have mistreated the ice cream wagon driver, then the person mentioned in the restraining order could not get close enough to the wagon to purchase treats. I doubt the order would apply to the wagon itself, just the driver.

The ice cream wagon is supposed to be the friendliest place on earth! Who would be mean enough to an ice cream wagon to get a restraining order against them? It's full of friendly ice cream!
