When i was registering for an EIN number i was asked where will my business be based and i saw New York and i got my EIN now i want my business to be based in Virginia do i need a new EIN?

An EIN is to a business like a SSN is to an individual. The IRS uses it to track the business's tax liability and tax payments. If you move you don't have to get a new SSN and if you move the business you don't need a new EIN. You just have to report a change of address to all of the relevant agencies.

No, not if its just a company moving. A new EIN would be needed if a new company, a new legal entity, were formed.

There's some IRS form to notify them of change of address. There may be a state form.
