What is your position? I would need to know where you were coming from, what you are studying, and whether or not you speak French, at the very least.

The main problems with both London and Paris are
1) Costs. The costs of accommodation, travel, and entertainment are absolutely horrendous. Unless you are a Walmart heiress this will seriously limit any social life you might have.
2) Anonymity. Both are enormous Universities in huge cities. If you really want to feel anonymous and alone, these are the places for you, otherwise look elsewhere.
3) Risk. It has to be accepted that both these cities are very high risk environments. There is a high risk of terrorist activity, racial violence, gang warfare and just plain mugging. In London, it is illegal for any resident to carry a weapon of any kind, even a defensive weapon like Mace.

Why don't you consider a real alternative like St. Andrew's University in Scotland. If it's good enough for British princes, it should be good enough for you. It has a relatively low cost, friendly, and low risk environment and it is set in one of the most beautiful little countries in the world. It is within easy reach of Edinburgh, the capital of Scotland, famous for its annual Festival of Music and Drama and Festival Fringe
entertainments which go on for months in the summer.

If you have to stick with London or Paris, take London.
At least you will have a common language and you will have the chance to study the heritage of the majority of American and Canadian people.
