Start it up and check the drain plug and filter for leaks while it is running. After that, check the oil again, then you are done.

As others have told you, just idle it for a while to fill up the filter and check for leaks.
(The filter will lower the level just a tad.)
It's too late now, but the "run" thing is it's a good idea to idle the engine a while BEFORE you change the oil to get the maximum amount of dirt & sludge into suspension so it runs out with the old oil.
(Just be careful when you drain the hot oil.)

STart the eng. watch the your oil pressure gage make sure it comes up to the norm. for car stop eng. let it sit for a couple of mins and check the oil it should be down the amount that the oil filter holds top of check for leaks at the drain plug and filter if it OK then your redy to go .
this would be a good time to also check you belts air filter brake fluid and a good general check of all the eng comt.
remember if you look after the small things the big ones can
be prevented

Assuming you've got everything back together and there are no leaks...
Start the car and let it run for 20-30 seconds. Shut it off, wait a minute or so, and check the oil. Add as needed. You don't need to let the oil "set".

added to what Bill D said / let the oil get hot (5 minutes normal running) to check for the leaks -- the oil gets thinner as it gets hotter.
Don't let it run without a glance every little bit though, an oil leak at the filter can empty your oil pretty quick.
After that is when you let it set (2 to 5 minutes) and double check that the oil is full.

The oil can not get into the oil filter unless you run the car.
You did good as long as there are no leaks, and you
re-checked the level a little while after shuting off the engine.

After putting the oil in, start the engine and let it idle while you check the transmission fluid. Shut engine off and wait a few minutes. Check your power steering fluid, brake fluid and coolant levels while waiting and then recheck the engine oil.

No it's fine. You're not required to. It's more for a piece of mind more than anything else.
After you fill it with oil, it would've already run its course to the filter. So there is no difference if you were to start your car or letting it "set."
