Exercise will improve the muscles that support breast tissue and make them appear firmer and/or larger but will not increase breast size. Being pregnant/nursing will usually but that goes away with the pregnancy and nursing... whatcha got is whatcha got pretty much. Nothing that you take is going to increase them without interfering with your natural hormonal functions so it's best to not go there.

There are NO pills that will increase your breast size. I don't care what the ads say on TV or in the backs of magazines - it's bogus. The FDA has been all over those people for false advertising. There's no way any pill will know JUST to enlarge breast tissue alone - and not enlarge something else you don't WANT to enlarge!! :-)
If plastic surgery is out, go get measured for a proper bra. What I mean by that is that a large proportion of women are wearing the wrong bra size! The wrong band size or too big or small cup size can make you look like less than you could be with the right bra. A professional fitting will make sure you not only have the right size, but the right style to do what you want it to. Sometimes even just finding the right size will do the trick. There are bras on the market that can give you cleavage without making you look like you're wearing a padded bra. There are even bras like that for small-chested "plus size" women. We aren't always in proportion, just because we don't wear a 6. (I have several!) There are ways to dress to increase the perception of larger breasts too. Different kinds of tops and jackets can bring the focus to your top half, and give you a nice bustline, or at least the illusion of one! Do some shopping, take a friend who will give you some GOOD ideas, and her honest opinion, and try on things you wouldn't ordinarily buy for yourself - you just might be surprised! If you have a J.C. Penney store anywhere near, they frequently have professional bra fitters in the lingerie department to take care of that part for you. They can advise you too on what styles will do "the girls" some good! Try watching "What Not To Wear" on TLC if you have cable/DSL. It's a really good show and gives some really great advice! I've altered some of my own wardrobe for the better just by watching them do-over someone else.
Barring that - padded bras are about your best bet. No medical side effects to those! Good luck!!

you can take natural hormone regulators that may help. some people have too little female hormones which gives them irregular periods, sometimes acne, a concave chest...so taking these hormones may help you. look into 'Vitex' or 'sepia'

Nothing. Size is based on genetics and there is nothing you can do to change it.
