I'm confused. If the group already exists, you are not going to be the one to run it. Or do you mean to start a local chapter of an existing larger organization? Boys and Girls Clubs (formerly Boys Clubs before the lawsuit), Boy Scouts, Girl Scout, Campfire (formerly Campfire Girls), 4H -- lots of organizations for teenagers. Trouble runs with teenagers; you don't need to single them out.

If you mean you want specifically to work with teenagers who are in trouble, then I would suggest you contact your local youth authority: juvenile hall, or whatever they call it. I remember, for example, that I visited a group home near Watsonville, California, that had teenage girls who had been referred by the court system. It was a non-profit organization that contracted with the county to be a residential school for these girls, teaching them practical life skills as well as academic preparation for higher education. They apparently did quite well.
