Growing grass in time for the 28th won't be possible. The only thing I can recommend for an instant lawn is sod or long pieces of grass about 2x4 ft long. Can be installed in less than a day once the area where it is going to go is prepared.Otherwise, I don't see any other way to have " grass" so quickly.

Do you mean you have no grass now or you want your existing grass to look better?

If you have no grass now, the only thing that will work in a week is sod but it is expensive.

If wanting existing grass to look better, there is not much to do either. Grass should not be fertilized or treated for weeds in the summer heat; if dormant you could water it. Try cutting it at 3" to improve growth and reduce weeds.

Where do you live?
If you live in the North you can put out winter Rye and get a quick cover that will die out relatively quickly in the heat this time of year so put it out a week before you need it and water liberally.
If you live in the South, consider sod.
Try the Rye grass.
Unfortunately weeds always outgrow good grass and Rye grass is always short term ground cover.

If you want to look nice fast try using a high nitrogen fertilizer or a fertilizer high in iron to make it green. with the high nitrogen fertilizer make sure that the grass has LOTS OF WATER
