The problem here is to define your population as a starting point. Clearly, not all babies who were fetii prior to that date will be born on July 7th. About 2.5 million babies are born yearly in the US, so the number of babies born on July 7th, barring any unusual events (such as big power failures 9 months previously), will be about 70,000. If we assume that there is an equal chance of being born anytime on July 7th (which is not a very good assumption; doctors don't like to work off-hours), there are 2 of 1440 minutes which would be considered 7:07. That brings us to 100 babies. You can consider the distriubution of weights of babies; 7 lb, 7 oz is pretty normal, so perhaps 5 babies meet that bill. Starting with our 70,000, the chances are 1/14000 appx.

According to the American Medical Association, the average birth weight of a baby in the US is 7.5 pounds (or 7 pounds, 8 ounces). I don't know the curve for that, but the weight is not extreme, so 7 lb, 7 oz is a fairly common weight.

7:07 occurs twice a day, so if births are randomly distributed throughout the day, the odds of any particular minute are 1:720.

As to the day, the odds in 2007 are 1:365.

4.14 million babies were born in the US in 2005 (latest available data - it takes a while to gather all the data nationwide), so about 8 babies would be born each of the year, if births are randomly distributed throughout the day and year.

Since 7:07 occurs twice, that would be 16 babies born at that time.

With 16 babies, it would not be unusual for a couple to have the weight of 7 lb, 7 oz

What confounds all this is caesarean births. Women (and doctors) can choose the time of day and day of the year.

30.2% of all births in 2005 were caesarean.

SO - there probably is a US baby like that. Take the whole world into account, and it's very likely to have happened.
