Yes. President of USA. He gets told alot, because almost all briefs must pass by him.
Top scientists in all major countries, mainly USA and Germany. They get alot passed by them.

There are military and government jobs where you have to have Top Secret clearance, but the job you describe isn't so much a job as in the kind you apply for. You're just born into it.

military intelligence. you may be able to get a DoD (department of defese) job for an MI unit. i don't know how much clearance you would get... but it is a civilian job. or you can join the military (i'd say go Army!!) and join MI.
