bush hasn't secured US borders, even after 9/11, so why would you think al qaeda isn't already here?

Actually, Iraq failed to meet ANY of the 18 benchmarks.

The White House re-wrote the report to indicate that their progress was "satisfactory" on 8 of the 18, even though the Iraq govt did NOT meet the preset benchmarks.

In other words, Bush gave them a satisfactory rating for trying -- not for actually fulfilling the requirements previously set forth.

The other part of the story no one is mentioning is that General Patreus and the White House both said not to expect much on the July 15th report because the full surge had only begun. Bush has said if the report in September is similar things will change.

At the beginning of winter the Battle of the Bulge looked unwinnable, at the end of winter we were the conquerors.

The eight benchmarks they did well on are ones that are heavily dependent on the U.S. Military. Iraq is not doing well on any of them really.
