Shedding scutes or shell scales is normalish- it is a sign of stress but not a huge worry as long as:
- the shed scale was paper thin and translucent
- the scale underneath looks normal

If it is a normal shed, then review your basic cares at http://www.redearslider.com and see what you can improve to reduce stress.

If it is not a normal shed, try the medical section of http://www.austinsturtlepage.com for treatment of shell rot.

As the turtle grows it renews its shell and pieces are shed as a snake would shed its skin only not quite so obvious as a snake. It is normal for you to find small clear sometimes spotty or striped shell fragments on the bottom of the tank. I am not sure if this continues after adulthood as my turtles went to live in an enclosed pond and I have not seen them as an adult
