OK for the fuel filter: wait until the vehicle is almost out of gas, remove the old one and put the new one in

Starter: this is very important disconnect the battery crawl under the car locate the starter disconnect the wires going to the starter but mark them so you remember were they go then remove the bolts holding the starter in place and bring it down but be careful they are kind of heavy under a car remove the old one and put the new one in and replace all the parts you removed in the steps above and you are done.
