You can use a regular eraser sometimes for getting marks off vinyl and leather. However you do need to test in a hidden area in case if rubs off the colour of the bag. This applys for both a regular & Magic eraser.
If its a much loved purse you could take it to a shoe repairman. They often work on other leather goods too like purses and belts.
Cloth bags may need a colour touch up if its a friction burn from rubbing on the tyre. Bleach may lessen the severity of the mark but could fade your dots as well.
You could also try this remedy
Mix 1 cup of white vinegar with 3/4 water
LIGHTLY blot, using a cloth, leave the piece of clothing to dry naturally ( NO HEAT IF POSSIBLE )
Reapeat if needed.
This should remove the stains straight away

Is it cloth, vinyl, leather? Cloth, spray with a stain remover called Zout and wash in the washing machine on cold water. Vinyl, leather, get a magic eraser. That should take care of the stain.

Scrub it and put it in the wash. Use the shout to get the stain out first. If it doesn't come out go get a new one.

oxy. powder. it removes stains. make a paste with water. rub on stain let it set for at least 10 minutes. wipe off with damp cloth . or use oxy spray.....follow directions
