You could use a wet cloth or sponge or you could use tape, but I think it would be easier just to vacuum up a glittery mess.

Ask your chemist for Spirits of Salt (dilute hydrochloric acid ) - very effective at removing anything cementitious - but the bitumen you mention is a bit odd - and suggests you have more of a problem to address. I suspect this is an old damp course that has been applied over the tiles and (not unsurprisingly) has failed. You could use a modern latex levelling screed which would create a new barrier and also level the floor - however if the water is under any form of pressure this will eventually de-bond and fail. you only want to do this once - so get it right. Many quarries were traditionally laid on earth - the proper job would be top lay a new slab on a damp proof membrane. If you are lucky there is a slab below the tiles - take it back to that - and if sound use RIW or a liquid membrane and a new sand cement screed over the top before laying your vinyl.

If it is a small area use the same trick for getting hair up from upholstery....tape. If it is a large area use a vacuum with the bare floor setting.

I would try a damp sponge. You will probably have to rinse it out frequently if there is much glitter.

If you have a swiffer that should work.. Or a microfiber cloth, vacuum the tile floor....

Use Sellotape , the glitter will stick to it , easy

try a wet swifter they usually work for all sorts of floor cleaning.
