what turtle would be the smallest to keep as a pet and still be able to take care of well?

The good, small water turtles are wonderful animals... if a.) you are interested in more quiet and subtle turtles, and b.) if you can find them anywhere.

The best of the 4-5" as adult turtles are the various Mud and Musk Turtles- pretty much any species you can find for sale (as a captive bred specimen) will be OK.

Well for starters all turtles, and reptiles in general, carry salmonella; not just the ones under 4in. Any way to answer your question. Map, mud and reeves turtles are good water turtles. Box turtles, russian tortoises and Herman's tortoises are great land. Just remember that the proper setup on any turtle is not cheap and even a small turtle requires a large cage.

Mud and Musk turtles would be best, as most of the available species range from 3 to 5 inches, and don't require as large and expensive a setup as the pond turtles.

I've heard that any small turtle(young) under 4 inches in diameter carry some sort of bacteria that can have ill effects on children(maybe adults), you should look into this first before deciding on a reptile or amphibian.
