Ok, Im a chemical engineering major that will be transferring from a C.C. to either one of these two universities. I have always wanted to attend UCLA but its too heavily populated. I also always wanted to see other parts of the U.S. and USF would allow me to do that.

If you were in my situation, which one would you choose and why?

Ok, I found out that USF has a 5 year program for chemical engineering undergrads, this means that after senior year, I take graduate level courses for a year which the advantage is that the courses are double counted and after Im done with that, I have a Masters, UCLA has no program like that.

If in my situation, would you go to USF?

You must have unlimited funds since you are thinking of USF! Private school tuition, super-high cost of living in SF-- the only advantage SF has over LA is that you won't need a car to get around town. UCLA has lower tuition, and housing is a bit cheaper, too, but you will need a car.
