Start with the exhaust. Put on a good set of headers and a emissions legal low restriction exhaust system like flow master it will give you at least 15 more horse power and also improve your gas mileage. Next I would improve the ignition system with a higher out put coil your HEI distributor should be fine if your car is equipped with it. After you have the exhaust and ignition up to par then you can think about a bigger carburetor a better intake manifold and a better cam. Don't forget to keep it all emissions legal. I have seen people put huge intake systems with duel holly carbs on a otherwise stock engine and without the exhaust and ignition improvements they run like crap. your engine has to be able to get rid of the exhaust and burn the fuel before it can handle more of it.

Ok, for $1000... I would get a set of used heads, like 1.94, get new stainless steel valves and valve springs.... then an edelbrock aluminum intake and a 700 CFM carb, like edelbrock or holly, then headers..... if your lucky you can get a set of used heads for like 300-500.....

Heads 300
Valves 160
springs 50
Intake 125
Carb 350
maybe a cam and lifters for 100 (summit)
you might be able to scrape all this together for $1000

exhaust headers, cold air intake, reprogram the chip, or if it is carburetors then change the intake manifold and increase the carburetor size.
