So... let me know if I got it right. Even if the crime was committed in another country, as long it is an American citizen, he/she will convicted and face trial under American law? (I guess that means extradition as well). Because if so, I think that law has national soberanity issues, since many countries (amongst them Mexico), state that only that country's laws are effective in their territory (that is called national jurisdiction)
