for example
1000 is one thousand
but 15432 would be 15432 because it is more than 4 words

It is supposed to be (or was) bad form to begin a sentence with a number unless it's a date or an address, but nowadays with most, if not all, grammar and spelling rules up for grabs, this injunction may no longer apply. Secondly, in legal documents, numbers are typically spelled out, followed by the number in brackets.

If the number can be written out in two words. Like 100 can be written one hundred, but 199 would be 4 words (one hundred ninety-nine). When doing this in a paper for school, for instance, after you write out the words place the number itself in parentheses. "Joe spent two hundred dollars ($200) for a new radio."

You should spell out numbers when you begin a sentence. Also, I always learned that you should spell out anything ten and under. I always got different opinions on that, but it's what I generally follow. Honestly, it all depends on the teacher you're paper is for, and it would be best to ask him or her.
