I have replaced both the thermostats both and both the elements and it's still not turning back on what I throw that breaker, I can't figure out what to do, any help?

Did it do the same thing before you replaced both stats and elements? Well seem like yes it did. You have to go back to the breaker panel and check the voltage to the bus bar for that breaker. Or is it on a seperate meter or something. Go check the main breaker. This cannot be that complicated to get a hot water heater running. It just a bunch of wires, wire nuts and electricity. Try looking at your termination box on the top of your tank for wire nut connection. Thank you.

if you changed both thermostats and heating elements ,you probably wired it wrong get a voltmeter and make sure that you are reading 220 volts at the elements and across the thermostats

Each thermostat has a reset button on it. Did you push them in?

You may have it wired wrong and it is shorting out. Have a professional electrician look at the problem and correct it. good luck.
