“A number of Iraqi senior police officials have been removed because they were regarded as sectarian, and they've been removed by the Iraqi government,” he said. “So it is a challenge, and I don't think anybody's ever made any bones about the fact that the training and the capability and the reliability of the Iraqi police was very uneven and in some areas a real concern.”

The Iraqi police are believed to be widely infiltrated by Shiite militiamen blamed for sectarian killings, creating a deep mistrust of the force among the Sunni Arab minority. Purging the force of a militia presence is one of the political benchmarks sought by Washington, though the Bush administration said in its assessment released Thursday that progress on purging the security forces is "unsatisfactory."

So in this case, the US military went to capture an Iraqi police lieutenant believed to be a "high-ranking" leader of a cell suspected of helping coordinate Iranian support for Shiite extremists in Iraq as well as carrying out roadside bombings and mortar attacks on U.S. and Iraqi forces
This is what happens when you fire an entire army and police force, leave a vacuumn and then don't acknowledge that there are problems. The bad guys take over and the good guys don't know which is which, kill innocents and start the hatred cycle all over again

The Iraqi 'police' force is a corrupt one, with many of it's members still Saddam and/or Baath party loyalists.
