air it out and then clean real well.
If it still has a smell check the carpet, pipes, crawl space and walls.
I moved into a house onetime that had horrible mold. We had to have it a specialist come and clean it. We also had to get new carpet and replace some cabinets because of the mold.
You might want to get an inspection done for mold. There are kinds that smell and can be bad for your health. It costs a couple hundred dollars, but it is worth it.

Buy or rent an Ozone machine.
Ozone is good for killing germs & odors.
But you should plan on washing all surfaces also.
If there is any carpeting & it isn't in the best of shape take it out. If it is in good shape you can add a product to kill the odor with the cleaning solution.
If there is pet smells, after cleaning you may want to refinish the floors. Or if you are putting down new carpet over wood floors that have pet odors you may want to give the areas a coat of varnish first. (Just clean well & when dry coat them)
Do this before you paint & decorate.

First air our the place.
Then, after you clean up the mildew, dead mouse, whatever that's causing the smell in the first place, try any of all of these: Oust, Febreeze, Potpourri, Essential Oil Diffusers, Scented Candles
