It has been a yellowish-dead looking color for a very long time. What are the steps and how can I recover or restore my grass to a dark green color? Is there a particular time to water the grass and or is there a special solution? Thanks.

this mainly depends on where you live. In general you can start by de-thatching, watering deep and regular and applying the right fertilizer for your type of grass. Make sure you water in the morning so you don't get fungus

Where do you live? Is it winter there or the height of summer drought?

If winter, your grass is dormant due to dryness and cold and that is normal.

If summer drought, your grass is dormant due to lack of water. You can water it to revive it but must keep watering until the fall. Watering is best down in early morning or evening when evaporation would reduce the amount of water getting to the grass. You need to water long enough to provide 1" of water to all areas of the lawn (track this by placing small cans around the lawn and watering until all the cans have 1" of water). This will usually take 2-4 hours of watering. Once green again, mow the lawn no shorter than 3" high and leave the clippings on the lawn.

For next year, start the lawn right with fertilizer in the early fall and spring.

watering regularly to the point of runoff is recommended - I prefer a sprinkler everyother morning before I go to work - that way it will have enough moisture to face the hot or windy days - www.jerrybaker.com has a greenup tonic which uses cocacola and stuff found around the house to keep it growing healthy.

Go to your local Agway. They will have the perfect grass seed for your area. They'll recommend when to apply what. And, will sell you perennial seeds, rather than the cheaper, short lasting seed mixes that contractors spread

water your grass in the morning try using ironite fertilizer to green up the grass quickly.
