in an ideal world- yes but you also have to bear in mind that people make the decision NOT to be parents, use birth control and still have birth control failure which results in a pregnancy.

Wow... some actual common sense. Of course they should. But sometimes things just don't work out as planned. So the woman is on birth control pills, or some other form of contraception, and the man uses a condom.
Still not 100% effective. Or maybe the guy is like a lot of guys and is too wimpy to use a condom because he can't "feel" anything (thats garbage) and leaves the birth control method up to the woman.
Sadly, there are thousands of children born each year to parents that hadn't planned on having them. At some point, something is going to go wrong. The guy feels "trapped" or had "plans" with his life that did not include a child and they will leave. This forces the woman to become a single parent. Now while this works, it is never easy. Many times, the child will be raised by the grandparents.
So to answer your question, absolutely yes they should.

The key word in your sentence is "AND"- man AND woman should make a decision. Pregnancies happen largely because of failure to plan- either by not using contraception or by creating a "contingency plan" in case it fails (i.e. morning after pill). Too often, the guy says, "Its okay, we'll do it together" and then freaks out and runs because he can run, while the woman is stuck. If men could end up pregnant too, you'd bet we'd have better sex ed. in schools, contraceptives on the market, the works. Wow...that sounded far more militant feminist than I intended. But hey, it's true.

Also, I think we could all make more educated decision by having better sex ed. (and earlier sex ed.) in schools. Many kids (as stupid as it sounds) really do not know that you can get pregnant in one shot, not to mention contract diseases. Telling kids "don't have sex" doesn't work. Since when have they ever listened to reason anyway? We need to get over the embarrassment and the stigma of talking about sex so we can lower the amount of abortions, teen mothers, "seed spreading" fathers, etc.

Most 16 year olds can't decide on Coke or Pepsi, you're asking for an awful lot. They should decide not to but guess what!!!!!!!!
