Ever heard of smiling with your eyes? It's the same thing with sadness - your eyes show what you truly feel. Some have gotten accustomed to hiding it in their eyes as well.
If you have ever smiled at someone but given them a 'look' of evil or 'you'll pay for that,' you may understand. Facial expressions are usually culminated by the eye. You can even tell when someone's smile is fake - the link in sources is a BBC survey I took some time ago. It was quite intriguing.

Depends on the person. Some people are very unreadable. Having been sad a good portion of my life, I am now a pro at faking happiness. I have even disguised my eyes. A lot of times you can tell though.
