National Budget...
Philippine Setting...
I'm no President wannabe. But am sure will attack priorities here...
1. EDUCATION - Where else should the Phils. start revamping and re-allocating budgets? The Phils. has lots of reviewing with its Dept. of Education. Shortage of classrooms and teachers. Good teachers of English, Math and Science are leaving the country to seek greener pastures outside. Pay them well, increase their salaries and they will be happier. Refurbish all public school facilities. The Private Schools and the elite are the only ones enjoying the luxury of quality education.
2. MILITARY - Defense is indeed very impt. But ironic in the Phils. coz they are fighting only a very small group and the case is isolated but still of national concern. Pamper the army, provide them everything, supply them annually of uniforms and boots, it's so pathetic seeing these patriots climbing the mountains and forests, chasing rebels with torn boots or worse... low-quality military uniforms. Give the benefits they truly deserve.
3. Cut-down on millions of PORK BARREL - It continually entertains graft and corruption among govt. officials. Notice how the Philippine govt. officials continue spending money of the people's taxes for their own pleasure? Travel here and there.
It would be tedious to list down everything here. What the Philippine needs is a Leader of Conscience, a Leader of Compassion and not a Leader of Traditional Politics, for a Leader of Promises would eventually be eaten by the prevailing corruption that is in the blood of every aspiring traditional politician.

Education First. Without a shadow of a doubt I think this is most important. I would increase spoending on Alternative fuels and fund social work agencies. I would allocate a minimal amount to foreign military spending and focus on home defense.

Well this question assumes you can't change tax codes, only where the money goes.
I would eliminate all "merit-based" need programs and use that money to MASSIVELY increase the Earned Income Tax Credit program touted by President Reagan and the democratic congress--at the time. Basically cut off all the free-loaders and pull the working poor American citizen into the middle class.
I would eliminate the subsidies for ethanol fuels and corn-production along with many other retarded spending issues.
But this will never occur because ALL POLITICIANS vote to get money to their constituents, and we vote for them because they do.

Personally, I'm a fan of small govt.
I'd pay for a defensive military (including homeland security and intelligence), a national emergency response (FEMA or equivalent), federal courts, federal prosecutors and police, and the interstate highways. Maybe (maybe) some funding for scientific research. Drop the rest, which cuts our budget by about 70%.
At the state/local level, pay for the roads, the schools, emergency services (fire, police) and the courts. Drop the rest, which cuts that budget about 50%.
Anything else people want they can pay for themselves.

Health and education first because we need healthy intelligent people to get us out of this mess.
We already have enough weaponry to carry us over in case we need to defend ourselves and priority can be changed.
