Yes it is staturory rape, even if you are not 18 yet, as statutory rape states both participants must be of consentual age, you are over the age of consention and she is below it.
I do have to say in my eyes, it's fine if I was the parent since 3 year difference is just nothing, some answerers are like "she just went through puberty" blah blah, most kids these days start puberty very early, and when I was 15 I was sexually active. It's all about being safe and responsible.
Hopefully your using protection and are being emotionally responsible for the situation. If your parents have nothing to say about it, as well as no one in the community says otherwise, your okay, most statutory rape cases are from teachers or people who frown upon your situation reporting it to authorities.

I think it's legal:
West Virginia law states, Third-degree sexual assault for a person age 16 or older to have sexual intercourse with a person under age 16 and at least four years younger than the actor.
It sounds as though you are 3 years apart, so it's probably legal. I won't comment on whether or not it's a good idea.

You can be charged and convicted in West Virginia if she is under the age of 16, which you indicate she is, of statutory rape.
