There is really no reason for them to come up to the top of the tank. They don't breathe air yet from the surface. It is normal for some to stay near the bottom while others stay at the surface. Be sure to keep the bottom of the tank clean or the left over food can cause fin rot and other diseases.

I have about 75 Betta fry right now. Some stay at the top and some linger on the bottom. What are you feeding them? If you feed them microworms or something that sinks they might be eating off the bottom of the tank. I personally don't think anything is wrong with them..it's more about what they prefer.

It's normal for them to spend much of their time at the bottom of the tank. If they are swimming around and eating an able to come to the top to eat, then you have nothing to worry about at all.
