Shane Warne and Mutthaiah Muralitharan has taken 708 wickets and 700 test wickets respectively.
No bowler has taken 700 wickets in odi cricket. The record is currently being held by Wasim Akram with 502 wickets.
The only 2 guys to have taken 1,000+ international (test & odi) wickets are the top two with Murali being the first there. He has 1,155 wickets (700 test & 455 odi). Warne has 1,001 wickets (708 test & 293 odi).
In first class cricket you have a number of guys having achieved that feat.

In One-day cricket - No Body has so far taken 700.
In First Class Cricket - There are several players who have taken more than 700 wickets.
The record for first class is 4,204 wickets held by Wilfred Rhodes who played for Yorkshire and England.

In test matches, Shane Warne has taken 708 and Muralitharan has taken 700 wickets....
In Odi matches, no one till now reached to 700, but the highest wicket taker is Wasim Akram of Pakistan who has taken 502 wickets in his career.
In first class matches, i don't know that there is any one who may have taken wickets above 700.....
