Pour some sort of oil on the surface. That will block the little tubes you can see them breathing through

drop a mosquito tablet in the bucket, or pour it down the toilet or sewer drain. And next time empty ANY container after it rains to avoid this problem. Yes, the pose a potential health risk once they hatch into breeding adults...

If they have already hatched, they need water to live. Put bleach or ammonia in the bucket, then pour out the water in a place that drains fast, like in the middle of a street - that way the sun fry's the lil buggers and kills them...

If they are in a bucket that is upright, you have a couple of options. One, would be to dump it out on the ground (like on a hot driveway or pavement) in the sun so that they dry out and bake right away.
The other would be to put some vegetable oil in the bucket. It will coat the surface and they won't be able to emerge to the surface and fly away before they suffocate.
Yeah, definitely kill them off. They can pose a health risk, besides being a nuisance.

Pour a teaspoonful of Jeyes fluid into the bucket. That will kill them and you can pour the water onto a bare patch in the the garden. It will steralise the soil.

1. Pour some cleaner/bleach/methalated spirits into the bucket to kill them.
2. Pour into a sewer drain somewhere

You can pour them out on to the ground or spray some oil, WD 40 works well and it will suffocate them, they need the water to hatch and they need air to breath, so cut these two and you will have them under control.

Dump them out on the sidewalk or driveway. They need water to survive until they can fly. No health risk.

You don't want them to hatch. Pour some bleach into the water to kill them, then flush down the toilet.

I would feed them to my goldfish or pour them down the drain or onto a garden path. They can't live out of water.
