I looked under the hood and when the wheel was turn was a suction noise made and sorry for the ligo but not car lit the metal thing nex to the hose got sucked close to the nose and when i held the hose and metal thing apart still made suction sound. could it be a hole? or is it supposed to do that? car is 1999oldsmobile cutless.

If I'm following you, the rubber hose has collapsed or has a small leak. Run the engine for a few minutes, then check the fluid. There should be no bubbles in the oil. If there are there may be air entering through one of the lines.

looks like your pump is failing

your power steering system may have air in it
