Yes you can get phone services in outer space. Only Very High Frequency waves can penetrate the ionosphere and go to the outer space. All other waves below and above it will get reflected back to the earth. So your phone can work only on VHF frequency. you can use a satellite phone system like thuraya/Iridium from the ISS for the time you are within reach of one of their satellites. but unfortunatly you will loose contact since the system would have a hard time triangulating your position in case its necessary to route your call to the next satellite.

for communication purposes from space NASA placed a view Satellites in orbit for the sake of relaying communications and telemety to mission control

but it does not feature a telephone service in common sense.

You mean like now? with current infrastructure? NO. Can it be done if someone wanted to? YES.

But if you're thinking you get abducted by aliens and just happen to have your mobile phone with you, could you make a call home to say you'd have to skip school, then the answer is no.
