Make sure the main valve to the water coming into the house is turned on all the way. Sometimes having it tirned on only partially will give that affect.

You either have air in the water line or something else.
If you have air, you learn how to drain it. Eaach house is different, but you may have to call those who service your boiler, or a plumber if you aren't sure.
Dump (no pun intended) some Drano in the tub's pipe. After a while, turn the hot water on in there, the sink, the kitchen sink, and any other faucet you have nearby. If there's a clog, that will wash it down.
If you have a lot of trees growing on your property, would not hurt to send down a root killer in case capillary roots are growing into your main line and not helping the problem.
And, make sure all feeder valves are open

I would say that the fill-valve has some blockage in it. Mineral deposits build up from the water. You can either take it apart and clear it or change it. A Fluidmaster 400A is about $10 and can be installed quickly. Great instructions included.

have by no skill heard of that before are you posotive its coming from the in intake and not a belt no be counted if that's coming from the air intake removeing the air clear out could have made it louder

First...try beano...that stuff works wonders..second, I suggest getting up before flushing, that way when you do pass gas...it won't echo in the bowl.
